Best way to get water out of a fuel tank?

Any ideas on the best methods to remove water from a boat fuel tank? Does all fuel have to be out of the tank or is there a sorbent that will take up water and not fuel that could be put in the bottom of the tank, then removed....

Is the fuel gasolene or diesel?  If the former, thy adding 'dry gas' (usually isopropyl alcohol). If it's diesel, pump from the bottom of the tank. Diesel is lighter than water. When you no longer get water from the pump discharge, you'll have removed most of the water. Then, try to find out why you had water in your tank in the first place.
