Why is our cabin filling with water.

My husband and I purchased a used 2001 Chapparal 240 Signature Cruiser as our first boat.  We haven't gotten it in the water yet due to the weather in Erie, PA.  Supposedly tomorrow is the big day.  It has been in our driveway and there has been a lot of rain.  This is the second time the cabin has been flooded.  Today there was as much as 5 inches of water on the cabin floor and we just finished sucking it out with a shopvac.  There is a bilge pump inside the step into the cabin and it appears that's where the water's coming from.  What do we do about this?  Would this probably be from rain water not being expelled?  Can we run that bilge pump to pump out water even if we're not in the water?  If this happens with rain, will it take on water when we get it on the lake & down we go???

Yes it is rainwater. Yes you can run the bilge pump, which will let you know it is working. It is unlikely you will end up in Davey Jones locker but double check to see that there are no leaks when you put it in!
